POR LA CUAL SE EXPIDEN DISPOSICIONES SOBRE LA ORGANIZACIÓN Y EL FUNCIONAMIENTO DE LA ADMINISTRACION PUBLICA Y SE OTORGAN UNAS FACULTADES EXTRAORDINARIAS AL PRESIDENTE DE LA REPUBLICA.
Este proyecto permite que el Presidente cambie la estructura y funciones de las entidades públicas sin pasar por el Congreso. Esto afecta a todos los ciudadanos porque altera cómo funcionan las instituciones del Estado. Es importante porque le otorga al Gobierno un control directo para modificar el aparato estatal a su medida.
